In recent years, the conservation of biodiversity in Yunnan is attracted high attention from international nature conservation organizations. Since the beginning of 1980s, GEF, WWF, IUCN, International Cranes Foundation and MacArthur Foundation carried out exchanges and cooperation with Yunnan Province at the field of nature reserve and biodiversity conservations. Nature reserves have been a window for the province to cooperate and communicate with international community.

The ultimate purpose of building nature reserves and conserving biodiversity is to serve the development of economy and to benefit human beings himself. The Province carried out the explorations on how to effectively manage nature reserves in terms of the national guideline of ^overall planning, active conservation, scientific management and sustainable utilization ̄.

In 1991, the Provincial Government approved the establishment of the provincial Nabanhe Nature Reserve in Xishuanbana Prefecture under the jurisdiction of the Provincial Environmental Protection Bureau. The aim of establishing this Reserve is to carry out sound development and appropriate business operation in the pilot experimental areas by taking advantage of natural resources in the reserve under the precondition of conserving tropic forests and species resources. The conservation of ecological environment should be integrated with the development of local communities. The activities of tourism and scientific investigation should be carried out by taking advantage of natural environment and human landscape to explore an approach for the coordination of population, resource, environment and development, which provides a good example for the conservation and management of ecological environment.
