Problems
Inadequate funds input restricts the development of the
nature reserve undertakings
Constructing nature reserves is one of fundamental work
to conserve biodiversity, which should be paid due attention
with an input of sufficient funds. The consequence to the
ecological environment produced due to the delay of constructing
nature reserves is becoming more and more visible. Yunnan
is abundant in natural resources, which makes contribution
to the nature conservation undertakings in the country and
the world. However, severe inadequate funds cannot bring
biodiversity under sufficient protection. Only 30 nature
reserves, which were approved in the early 1980s, can get
consistent capital input from the provincial financial allocation.
As to the other numerous nature reserves, there are not
fixed fund sources for them, the expense for constructing
and managing them mainly comes from the internal fund allocation
of different level responsible departments. This makes it
difficult to deliver the work of constructing and managing
nature reserves on a normal basis.
More difficult in carrying out an effective conservation
This is manifested
mainly in weak legal awareness, poor infrastructure, backward
technologies and equipment, scientific research lagging
behind, and a series of problems arising from the development
of nature reserves. There will be more and more construction
projects involving in the development of nature reserves
with the development of economy especially tourism in Yunnan.
It is a key problem the Province facing about how to avoid
the shocks to the development and management of nature reserves
especially to the core areas arising from different kinds
of construction projects, and how to do a good coordination
between development and ecological protection.
