Nature reserve management
is strengthened and
management capacity is largely improved
Alongside of nature reserve development in Yunnan, more
attention is paid to the development of managerial organisation.
Management bureau, station or office grading from county
to division level were set up in many nature reserves and
management staff and stewards were staffed. By the end of
2002, among 160 nature reserves in the province, all of
the national nature reserves, 80% of provincial nature reserves
and 50% of county nature reserves have established management
bodies. Some nature reserves without management body also
have equipped management staff and started day-to-day work.
Thus the problem of ¡°no establishment after approval, no
management after establishment and insufficient management¡±
has been solved.
According to the statistic, now there are 3,835 management
staff in nature reserves in Yunnan, in average there are
25 for each nature reserve. Among the management staff,
technical staff are 805, taking up 21% of the total. This
percentage is greatly increased than the past.
Input to nature
reserves are increasing
From 80's up to now in order to strengthen the management
of nature reserves, the provincial finance have been allocating
staff cost for 1,586 staff and management cost since 1992
for 41 national and provincial nature reserves which were
established before the implementation of financial management
system that separating taxation and financing by the state
from the provincial financial budget. The amount reached
29.8733 million Yuan for the year of 2002 only.
Since 2001, part of national nature reserves in Yunnan have
used national bond of 36.02 million Yuan. For nature reserves
locate in the targeted area of Nature Reserve Conservation
Programme (NRCP), steward fund was budgeted in the NRCP
plans. Some fund from local finance also have allocated
for nature reserve development and staff cost for national
nature reserves and partial provincial and county nature
reserves established after 1992, to ensure the routine management
of nature reserves in the whole province.
The management
level on nature reserves is being improved
The nature resources such as forests and wild animals are
brought under remarkable protection. The eco-environment
started to be improved. The incidence of forest fires, indiscriminate
cutting and hunting obviously decreased within nature reserves.
It sets up a batch of ¡°Four No¡± protected areas that have
no forest fires, indiscriminate land reclamation, cutting
and hunting happening. Forest, vegetation and wild animals
are brought under rehabilitation and development. The regional
eco-environment is visibly improved.
The
establishment of nature reserves and the delivery of wide
dissemination and education help improve the public awareness
on nature conservation and increase their understanding
on the importance of constructing nature reserves.
The
surroundings around nature reserves are improved to some
extent. For instance,the huge function of forest for preservation
of water source within Ailao Mountain Nature Reserve enables
the irrigation facilities in adjacent counties fully displaying
its role; the function of Nabanhe Nature Reserve maintains
the relative stability of the favorable climatic conditions
in Xishuanban Prefecture, which facilitates the development
of local agriculture and tourism.
The
rare and endangered fauna and flora resources are brought
under good protection. Of 154 plants species (including
genetic variable species) in Yunnan that are the first batch
listed as the national priority protected species, about
130 species that distributed in different nature reserves
have been brought under the protection; Of 197 plants species
in Yunnan that are the second batch listed as the national
priority protected species, about 104 species that distributed
in different nature reserves have been brought under the
protection.
Legal system
development for biodiversity conservation and
nature reserve management is strengthened
While implementing national laws and regulations, Yunnan
has speeded up the legal system development for biodiversity
conservation and nature reserve management based on local
situation. In recent years, regulations such as Yunnan Nature
Reserve Management Regulations, Conservation Regulations
for Rare Plant Species in Yunnan, Regulations for Wild Terrestrial
Animal Conservation in Yunnan, List of Rare and Endangered
Animals under Protection in Yunnan, List of Key Plants under
Protection in Yunnan. and Management Guideline for Rare
and Endangered Plants in Yunnan have been formulated and
implemented.
