Preface

In 2003, under the leadership of the Chinese Communist Party Commission and the Government of Yunnan Province, the targets and tasks of environmental protection were generally completed according to plan, making a significant contribution to the sustainable development of the economy and society of the province. The work was undertaken in accordance with the guidance of the Tenth Five Year Plan on Environmental Protection for Yunnan Province and the key tasks assigned by the Chinese Communist Party Commission and the Government of Yunnan Province. The ¡°56789¡±(1) Environmental Protection Engineering initiatives were carried out as planned. The integrated restoration of the Nine Larger Plateau Lakes , of which the restoration of Lake Dianchi was given the highest priority, achieved new progress. Eco-environment conservation and protection was strengthened and the mechanism for environmental management was further improved. The various aspects of environmental protection were further strengthened, including environmental legislation, scientific research, monitoring, information systems, publicity and education, international cooperation and local capacity building. The total volume of GDP of Yunnan reached 245,880 million Yuan, an increase of 8.6% from the previous year. The total population of the province was 43.756 million with a natural population growth rate of 9.8¡ë. Direct investment into environmental protection was 3,480 million Yuan, or 1.4% of the GDP of Yunnan Province over the same period.

The environmental quality of Yunnan remained basically stable; notably the environmental quality of some regions and urban areas was somewhat improved. However, certain environmental trends were still negative including pollution of water systems and in relation to degradation of the eco-environment. Control of urban pollution and improvement of the eco-environment urgently needed to be addressed. Domestic pollution and non-point pollution in rural areas became worse, and the difficulty for pollution treatment and control increased. In supporting the building of an equitable and prosperous society (All-round Well-off Society) in harmony with environmental and economic development, pollution treatment and eco-environment conservation faced significant challenges.
