The Netherlands Government funded Project on Cleaner Production Auditing Demonstration in Town & Village Industries (TVIEs) of 3 Sectors in Anhui and Yunnan Provinces starting January 1999 with a duration of 3 years and a grant of about 150,000USD.

The Netherlands¡¯ Government granted Integrated Environmental Masterplanning of South Yunnan Lakes started in January 1998 and ended in June 2000.

World Bank Loaned Yunnan Environ-ment Project, of which the Loan Agreement signed officially in March 12, 1997. ¡­¡­

World Bank Loaned Capacity Building Project on Nine Larger Plateau Lakes¡¯ Water Quality Monitoring System and Information Manipulation and Transmission System, proposed by YEPB in 2000 with a loan of about 2.38 million USD. ¡­¡­

HK-Oxfam Granted Project on Poverty Alleviation and Environment Recovery in Lancang-Mekong Watershed invested about 1million RMB and started in April 2000 and ended in March 2002.

WWF funded Project on Environmental Awareness and Project Life Cycle Management Training of Yunnan Province, started in July, 1998 and ended in August 1999 with an grant of 360,000 RMB.

¡¡The regional technical assistance project RETA5783: Strategic Environmen-tal Framework (SEF) of GMS with a duration of 2 years starting October 1999.

Sub-regional Environmental Monitoring and Information Systems Phase 2 (SEMIS2) with a duration of 24 months starting August 2000. ¡­¡­

 


2. Projects¡¯ Descriptions


¡¡¡¡The projects will be described as several categories, which are defined based on the nature of the donors such as bilateral cooperation projects funded by specific developed countries, or ones by international banking systems or NGOs etc. And one additional category will focus on the description of the Greater Mekong Sub-regional Cooperation. The details are as follows:

¡¡¡¡The 1st Category¡¯s projects, which are the bilateral cooperation projects granted by the government of foreign countries.

¡¡¡¡¡¡Sino-British Yunan Environmental Development Programme. The programme is a grant one of 6.76 million UK pounds, funded by Department for International Development (DFID) of UK Government. It is being implemented by by Yunnan Provincial EPB, Yunna Provincial Poverty Alleviation Office and Yunnan Planning Commission, starting March 2001 with a duration of 4 year.


¡¡¡¡A) The Yunnan Provincial Government (YPG) has identified environmental damage as a key factor in incidence of poverty in the province, as well as being important issues of sustainable development. YPG allocates considerable resources to environmentally linked poverty reduction, but the plans and activities of all relevant YPG departments require a more integrated and strategic approach, with improved prioritization and co-ordination. Based on this analysis, the Government of the People¡¯s Republic of China and the Government of the United Kingdaom have agreed to implement the programme.

¡¡¡¡B) The programme is such a progress-oriented and innovative participatory one with ambitious goal to achieve environmentally sustainable poverty reduction in Yunnan Province. And its purpose is to develop the capacity of YPG to prepare and implement participatory, pro-poor, environmentally sustainable development programmes. Through the implementation of this programme, it will help the YPG to move from a technically driven response to a one, which involves greater participation by the poor in planning and implementation.

¡¡¡¡C) There are 3 main components during the whole process of YEDP, under which the following activities will be carried out:

¡¡¡¡a) To strengthen the Agenda 21 Process, including evaluation the existing activities of the province, review of concerning institutions¡¯ input and current status of Sustainable Development Indicatiors, and the dissemination of YEDP experiences to the whole China.

¡¡¡¡b) To develop and implement the Integrated Strategy on Environmental Protection and Poverty Alleviation. It aims to develop an overarching integrated strategy for environmentally linked poverty reduction in Yunnan and use the strategy to help prioritize environmentally linked poverty reduction activities by YPG and better co-ordinate with other related donor activities.

¡¡¡¡c) To implement 6 Pilot Projects. It aims to incorporate the pilot project results into the integrated strategy review.

¡¡¡¡D) At the provincial level, the YEDP Leading Group is established. The leader is the vice govor of YPG, in charge of environmental protection of Yunnan Province. The deputy leaders of the group are the leaders from the implementation agencies of YEDP including YEPB, Yunnan Provincial Alleviation Office, Yunnan Provincial Development and Planning Commission. And the members of the group are leaders of other relevant government departments. The leading group is responsible for the overall coordination of the programme and making important decisions on it. Under the leading group, the YEDP Programme Management Office (PMO) based in YEPB has been established, which is responsible for the administrative, human resources, financial and technical day-to-day management of YEDP. An Advisory Committee (AC) is also established in order to provide the technical support and advice to the PMO. The international consultancy company, Scott Wilson UK, is responsible for organizing international short-term experts to give additional technical inputs to the YEDP.

¡¡¡¡E) The implementation agencies of YEDP are YEPB with other 3 key partners including Poverty Alleviation Office, Development and Planning Commission and Bureau of Foreign Techno-Economic Cooperation of Yunnan Province. And other relevant concerning agencies in charge of finance, education, women and children, forestry, agriculture etc are fully involved. So YEDP can bring real impacts to the decision-making process of the Yunan Provincial Government and can really strengthen the coordination and cooperation among these government agencies.
