The Netherlands Government funded Project on Cleaner Production Auditing Demonstration in Town & Village Industries (TVIEs) of 3 Sectors in Anhui and Yunnan Provinces starting January 1999 with a duration of 3 years and a grant of about 150,000USD.

　　A) The project was proposed by Yunnnan EPB and Anhui EPB and implemented togther with the IVAM Environmental Research Institute of Amsterdam University and China National Cleaner Production Centre of State Environmental Protection Administration according to the contract signed between IVAM Institute and Yunnan EPB.

　　B) The goal of the project is to help TVIEs in Yunnan Province make better use of natural resources to achieve an environment-friendly sustainable development based on the practice of Cleaner Production Strategy.

　　C) And the midterm objectives of the project are to demonstrate and extend the practices and technologies of Cleaner Production, which can be elaborated on as follows:

　 a) To establish Cleaner Production Network at the provincial level in order to enhance the capacity building of TVIEs on awareness, appraisal and implementation of Cleaner Production.

　　b) To demonstrate the effects, financial and environmental benefits of Cleaner Production in TVIEs of selected 3 sectors.

　　c) To formulate and evaluate applicable approaches for Cleaner Production’s extension.

　　D) During the process, 26 TVIEs in sectors of tourism, cement and fertiliser, were involved into the project and the following activities, including capacity building, conceptual and technical demonstrations, tool extension, had been carried out.

　　E) It is the first time that CP practices were introduced into Yunnan Province. And the Cleaner Production Centre was established at the later stage of the project about in middle of 2002. And the formulation of Cleaner Production Action Plan in Yunnan Province provide a good foundation for the enforcement of the Ordinance on Extending Cleaner Production enacted by the central government at the very beginning of 2003.
