¡¡ ¡¡World
Bank Loaned Capacity Building Project on Nine Larger Plateau
Lakes¡¯ Water Quality Monitoring System and Information Manipulation
and Transmission System, proposed by YEPB in 2000 with a
loan of about 2.38 million USD. 1/4 GDP of the whole province
has been created from the lakes¡¯ basins, of which the restoration
has been, since the early 1990¡¯s, considered as main task
and priority of environmental protection work of Yunnan
Province.
¡¡¡¡A. The project involves Kunming Municipality, Yuxi City,
Dali Prefecture, Lijiang Prefecture and Honghe Prefecture,
which are located in the basins of Nine Larger Plateau Lakes.
With supply of sophisticated equipment and devices and related
training for staffs, the project enabled above stations
to provide systematic, updated, reliable and typical data
, which are the basis and foundation for planning and decision-making
by the governments at all levels, for decision-making of
concerning government agencies timely and accurately on
integrated restoration.
¡¡¡¡B. The project design unpredictedly consisted with the
targets of 10th 5-Year (2001-2005) Plan on Environmental
Monitoring of Yunnan Province. And following significant
influences were achieved after the project:
¡¡¡¡1). water quality monitoring scopes greatly enlarged,
covering not only water body itself in the past but also
its sediments and aquatic creatures, the surroundings including
soil, organisms, rainfalls and biological environment, and
even the inflows and major pollution sources;
¡¡¡¡2). The Monitoring factors were greatly increased, at
least 60 inorganic factors and more than 100 poisonous organic
pollutants, and biological factors¡¯ including phytoplankton,
zooplankton, chlorophyll A, etc., be covered, a sharp leap
compare with less than 30 ordinary and routine factors monitored
in the past 10 years and above;
¡¡¡¡3). The Monitoring Frequency greatly enhanced. Thus, monitoring
frequency and sampling sites will be increased that are
required by deeper environment management. The past situation
of annual 3 periods and 6 times routine monitoring, which
were taken in dry, wet and average water seasons and 2 times
in each season, will be totally changed.
¡¡¡¡4). The effectiveness, accuracy of monitoring data can
be enhanced greatly with the improvement of monitoring measures
and its data transmission system, and data processing.
