The Netherlands Government funded Project on Cleaner Production Auditing Demonstration in Town & Village Industries (TVIEs) of 3 Sectors in Anhui and Yunnan Provinces starting January 1999 with a duration of 3 years and a grant of about 150,000USD.

The Netherlands¡¯ Government granted Integrated Environmental Masterplanning of South Yunnan Lakes started in January 1998 and ended in June 2000.

World Bank Loaned Yunnan Environ-ment Project, of which the Loan Agreement signed officially in March 12, 1997. ¡­¡­

World Bank Loaned Capacity Building Project on Nine Larger Plateau Lakes¡¯ Water Quality Monitoring System and Information Manipulation and Transmission System, proposed by YEPB in 2000 with a loan of about 2.38 million USD. ¡­¡­

HK-Oxfam Granted Project on Poverty Alleviation and Environment Recovery in Lancang-Mekong Watershed invested about 1million RMB and started in April 2000 and ended in March 2002.

WWF funded Project on Environmental Awareness and Project Life Cycle Management Training of Yunnan Province, started in July, 1998 and ended in August 1999 with an grant of 360,000 RMB.

¡¡The regional technical assistance project RETA5783: Strategic Environmen-tal Framework (SEF) of GMS with a duration of 2 years starting October 1999.

Sub-regional Environmental Monitoring and Information Systems Phase 2 (SEMIS2) with a duration of 24 months starting August 2000. ¡­¡­

 


¡¡¡¡¡¡WWF funded Project on Environmental Awareness and Project Life Cycle Management Training of Yunnan Province, started in July, 1998 and ended in August 1999 with an grant of 360,000 RMB.

¡¡¡¡A) The objectives of this project are: 1) To improve the means of international cooperation and communication of Yunnan province in the field of environmental protection; 2) To establish the information and proposed projects data base for the international cooperation by provision of equipment, software and technical assistance; 3) To strengthen the environmental protection awareness of senior decision makers at different levels of government and improve their environment and development decision making capacity by training; 4) To improve the project life cycle management for senior managers by training.

¡¡¡¡B) The activities were implemented strictly coherent with the proposed objectives:1)The training courses were provided by international experts to managers of local environmental protection bureaus and other close related agencies like planning commission, finance bureaus at prefecture, county levels; 2).data base for information and proposed projects were initially set up.

¡¡¡¡The 4th category: Environmental Projects under the Asian Development Bank (ADB) funded the Greater Mekong Sub-regional (GMS) Programme.

¡¡¡¡The six GMS countries, namely Cambodia, Lao PDR, Myanmar, Thailand, Viet Nam, and Yunnan Province, People¡¯s Republic of China (PRC), have shared common natural resources, for example rivers and the coastal areas. Across the subregion, the countries have similar ecology, geology, and climate. Based on similar and interdependent natural resource base, the GMS countries also share common environmental problems of the region as the initiatives taken by one-country affects its neighbors. For these reasons, there is a need for sharing data and information on environmental and natural resources in a timely manner. The shared information will will assist in informed decision making related to resource allocation and management. This need has been recognized and is being addressed by the ADB and other development agencies.

¡¡¡¡In 1992, with the assistance of ADB, the six GMS countries entered into a program of sub-regional economic cooperation, designed to enhance economic relations among the countries. The program focuses on 8 priority sectors: transport, energy, telecommunications, environment, human resources development, tourism, trade facilitation and investment. On behalf of State Environmental Protection Administration, YEPB is the counterpart agency for the projects¡¯ cooperation in environment sector and always responsible for data collection, local policy review, motivation of relevant local government agencies and technical institutes be involved into the project.
